Since the Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China, the concept of "two mountains" has been practiced in various places, and the ecological environment has undergone major changes. An important reason for winning the blue sky defense battle is the unique governance model of the local environmental tournament under the central supervision. Based on urban agglomerations and river basin governance, China takes the regional joint prevention and control mode as the core, and the "double pillar" atmospheric environmental governance mechanism, which organically combines the central supervision and the local multi-level environmental championship, as the guarantee, effectively ensures the realization of environmental protection objectives and the improvement of environmental governance performance of Party committees and governments at all levels.This paper analyzes the development history, theoretical connotation, function mechanism, policy system, challenges and policy suggestions of the environmental tournament under the supervision of the central government.
