The Fifth Plenary Session of the 19th Central Committee of the Communist Party of China proposed to adhere to the strategy of regional coordinated development and accelerate the construction of a new development paradigm featuring dual circulation, in which domestic and overseas markets reinforce each other, with the domestic market as the mainstay. The Northeast region should make full use of the great opportunity of national strategy, take opening-up to the outside world as the starting point, form a competitive and orderly Northeast regional market, make full use of the advantages of equipment manufacturing industry, integrate northeast industrial value chain, cultivate technological innovation ecology, reconstruct the benign interaction between technology and market, and continuously integrate into the domestic and international dual circulation. Among them, openness, market and technology are the three interrelated key links. The mutual promotion mechanism of technology and market through openness is the realization path of Northeast industry's integration into the domestic and international dual circulation.
