Abstract: during the 14th Five Year Plan period, the higher quality development of China's economy is inseparable from the high quality development of cities. We need to scientifically promote urban renewal and enhance the international competitiveness of cities. We should understand urban renewal from the perspective of the interactive relationship between industrialization and urbanization, the improvement of urban international competitiveness and the improvement of urban governance ability. The fundamental reason for urban renewal lies in the industrial development and business model upgrading caused by scientific and technological progress. During the 14th Five Year Plan period, China's industrial production, consumption structure and innovation activities will show new characteristics, and urban renewal should also keep pace with the times. We should respect the objective law of urban development and pay attention to the role of overall planning in urban development; formulate an overall plan to promote the transformation of shantytowns and improve the quality of life of the people; classify and guide urban renewal projects and reasonably determine the participants; relevant facilities in the old urban area shall be updated and transformed to adapt to aging; establish and improve the land circulation mechanism within the city to promote the renewal of villages in the city; promote new infrastructure construction, improve urban functions, and provide support for smart management after urban renewal.
