The Fifth Plenary Session of the 19th CPC Central Committee clearly proposed to accelerate the construction of a new development pattern with the domestic cycle as the main body and the domestic and foreign markets boosting each other. The key to building a new development pattern lies in the unimpeded economic circulation. This requires us to deepen the supply side structural reform, improve the quality and allocation level of China's production factors, comprehensively improve the quality and efficiency of industrial development, and promote high-quality economic development relying on high-quality industrial development.Firstly, this paper expounds that the smooth circulation of industry is the hub of the reform connecting supply and demand. Then, it depicts the characteristics of the industrial circulation of the United States and Japan from two dimensions: the main industries of internationally competitive enterprises and the characteristics of the domestic and foreign markets of the two countries, and compares them with China. Finally, we draw the following enlightenment: Adhere to make good use of the domestic market to enhance the international competitiveness of the industry; Catching up with and surpassing key industries is the key to breaking the situation; We should understand the industrial development under the new development pattern from the perspective of national strategy.
