Wu Fuxiang: Research on China’s Deep Participation in Global Innovation Chain Governance Under the Dual Circulation Pattern

Abstract: The construction of a new economic development paradigm with domestic economy and international engagement providing mutual reinforcement is timely put forward by the CPC Central Committee based on the accurate judgment of the current domestic and international economic situation. In the global governance system, economy is the intuitive expression of technological innovation ability, and the technological right determined by innovation chain governance is the key to the transformation of economic and technological performance. This paper comprehensively investigates the characteristics, types and evolution trend of global innovation chain governance, compares the modes and experiences of manufacturing industry in subdivided fields integrating into global innovation chain, and then analyzes the strategic orientation, key areas and mode transformation of China's participation in global innovation chain governance, as well as the mechanism and path of China's participation in global innovation chain governance. This paper also theoretically deduces the measurement methods, constraints and solutions. The results show that China's deep participation in the governance of the global innovation chain requires the coordination of technology policies, innovation systems, network construction, cross-border technology investment, international production capacity cooperation, regional innovation and industrial policies. At the same time, China should try its best to avoid technology fetchism, import for export, subsidy mismatch and technology capture.
