The meeting of the Political Bureau of the CPC Central Committee held at the end of July stressed the need to carry out special actions to supplement and strengthen the industrial chain and supply chain, speed up tackling problems in core technological research that hinder the country's development, and develop outstanding small- and medium-sized enterprises. This indicates that the term outstanding small- and medium-sized enterprises, which have been popular for many years, have crossed the economic category and become the decision-making issue of the highest decision-making level for the first time. At the same time, it means that it has become a major industrial economic problem to be solved urgently in the theoretical and practical circles.
This paper first expounds the significance of accelerating the development of outstanding small- and medium-sized enterprises to deepen the supply side structural reform, and then analyzes in detail the four major problems to be solved in cultivating outstanding small- and medium-sized enterprises, including industrial policy, industrial organization, government policy calculator function and financing risk-taking mechanism.
