Abstract: At present, there are still problems such as fragmented governance, information silo, and blaming each other in joint efforts on air pollution prevention and control in China. This paper selects mobile source governance as a typical case, and analyzes the effectiveness of cross departmental cooperation of joint prevention and control of air pollution, and identifies its key influencing factors based on the questionnaire survey of the staff of the environmental protection system. The results show that the current cross sectoral cooperation in mobile source governance is not effective enough. The effectiveness of the cooperation between the Ministry of environmental protection and the Ministry of public security, the Market supervision department and the Transportation department is relatively high, but the effectiveness of the cooperation with the Ministry of industry and information technology and the Commerce Department is low. Early cooperation experience is the core factor affecting the effectiveness of cross departmental cooperation, and public attention is also an important factor affecting the effectiveness of cross departmental cooperation. The influence of other factors such as trust and information communication is different in different departments and different pollution control links.
