At present, the background of proposing to develop outstanding small- and medium-sized enterprises is mainly the Sino-US economic and trade conflict and the proposal of the 14th five year plan. We should focus on changing the direction of industrial policy, management mode and economic policy, and cooperate with enterprises. In this regard, this paper puts forward suggestions and analysis from the following aspects.
1. Industrial policy should change from the past quantitative catch-up to quality and efficiency catch-up.
2. We should change the current implementation methods and mechanisms of local government led industrial policies.
3. We should not only support small and medium-sized enterprises to tackle key technical problems in industrial technology and give play to the role of the new national system on the basis of the market, but also support small and medium-sized enterprises in technological innovation from the demand side according to the principle of building an independent, safe and efficient industrial chain.
4. We should attach great importance to building an industrial chain support system for outstanding small- and medium-sized enterprises.
5. Define the role, status and function of large and medium-sized state-owned enterprises and outstanding small- and medium-sized enterprises in building a modern industrial chain and supply chain.
6. Turn financial subsidies into credit and capital market subsidies.
7. Change the service mode for outstanding small- and medium-sized enterprises.
