It is an innovation of China's local industrial policy in recent years. The chain leader system has been implemented all over the country, which fully proves the universality of this innovative system.
This paper holds that we should take the construction of industrial innovation consortium centered on leading enterprises as the core mission of chain leader, make good use of chain leader system, and solve the two difficult problems of market failure and information asymmetry in industrial chain collaborative innovation. While vigorously promoting the collaborative innovation of the industrial chain, the industrial chain leader should insist on making the market play a decisive role in resource allocation and give better play to the role of the government; At the same time, we should accelerate the transformation of the operation mode of promoting the transformation of scientific and technological achievements, which is initiated and promoted by the former scientific research institutes and colleges and universities, and transformed into the demand for scientific and technological innovation put forward by enterprises according to their own operation; In addition, the industrial chain leader should also coordinate the contradictions and conflicts within the industrial chain, inside and outside the industrial chain and across regions.
