Since September, power rationing of industrial production in Jiangsu and other regions has aroused widespread concern in the society. Recently, many places in Northeast China suddenly cut off power without warning, and the power cut time in some areas exceeded 12 hours, which seriously affected the life of residents and aroused great concern of the public.
There are different opinions on the causes of power shortage. Northeast China provides a good sample for analyzing the problem of power shortage in China. Demand and dual control assessment factors can be excluded through analysis. The main reason for power shortage in Northeast China is still due to insufficient power supply, but this deficiency is more manifested in insufficient production than insufficient power generation capacity. The high coal price caused by tight coal supply is the real reason for the lack of power production in Northeast China.
The power shortage incident reminds us that coal is still the ballast of China's energy security. In the process of energy transformation, we should focus on safety production and environmental protection standards, determine the exit standard of coal production capacity, give more play to the role of market mechanism, and further reduce the total cost of coal industry transformation by using market-oriented means such as carbon market, energy right transaction and capacity license transaction.
