Ma Sa, Zhang Erzhen: Thoughts on the Integrated Development of Guangdong-Hong Kong-Macao Greater Bay Area Under RCEP

The Guangdong-Hong Kong-Macao Greater Bay Area plays an important strategic role in the overall situation of national development. The signing of the regional comprehensive economic partnership agreement (RCEP) puts forward higher requirements for the opening level of goods trade, service trade, trade facilitation, e-commerce and other fields, which is of great significance to promote the reconstruction of regional industrial chain and the development of economic and trade integration.


Firstly, this paper analyzes the new development opportunities brought by RCEP agreement for Guangdong-Hong Kong-Macao Greater Bay Area in four aspects: market integration, industrial chain integration, regional collaborative innovation and system coordinated development, and then analyzes the practical basis for the integrated development of Guangdong-Hong Kong-Macao Greater Bay Area, including strong economic foundation, obvious high-level opening-up, prominent industrial advantages among cities, perfect infrastructure, international leading logistics capacity and broad cooperation space. Finally, the paper provides new ideas for the integrated development of Guangdong-Hong Kong-Macao Greater Bay Area under the framework of RCEP: 1. Eliminate regional barriers and continue to promote market integration; 2. Give full play to the unique advantages of Hong Kong and Macao and actively participate in the reconstruction of regional industrial chain; 3. Integrate international innovation resources and deepen regional innovation cooperation; 4. Benchmarking the RCEP agreement and accelerating the connection and coordination of the system.
