The provincial Party Congress specially pointed out that Jiangsu is good at the real economy. It is not only a large manufacturing province, but also a large province of science and education and opening up. It has an important strategic position in the realization of the country's high-level self-reliance, becoming a manufacturing powerhouse and building a "dual circulation" new development pattern. We should make full use of the advantages of science and education and the foundation of advanced manufacturing industry, accelerate the construction of an industrial science and technology innovation center with global influence, solve problems in core technological research that hinder the country's development through independent innovation, accelerate the transformation from "factor driven" to "innovation driven", achieve independent and controllable industrial development and better serve the overall country. In addition, we should build an advanced manufacturing base with international competitiveness, stabilize the important position of Jiangsu's domestic circulation and enhance its driving ability in the international circulation. As an open province with the largest utilization of foreign capital and the second largest foreign trade in China, Jiangsu should promote the linkage between land and sea and at home and abroad, achieve two-way mutual assistance between the East and the west, and realize a high level of opening-up. We should focus on the construction of the pilot Free Trade Zone, promote institutional opening, create a market-oriented, legalized and international first-class business environment, and further build Jiangsu into the most attractive and competitive investment destination.
