Abstract: The whole area of the Yangtze River Delta to promote modernization is not a one-day effort. We must have historical patience and a sense of urgency to seize the day. The Fifth Plenary Session of the Nineteenth Central Committee of the Communist Party of China clearly proposed to accelerate the construction of a new development paradigm with domestic economy and international engagement providing mutual reinforcement, and the former as the mainstay. The new development pattern is proposed based on the current and future changes in China's development stage, environment, and conditions. It is a strategic measure to form China's new advantages in international cooperation and competition.
