This article believes that the function and effect of industrial policy on common prosperity is neutral. A well-designed and carefully implemented industrial policy is conducive to achieving common prosperity. The realization of common prosperity in the new era can be promoted through the transformation of industrial policy, that is, on the production-end, we can form a central leading unified industrial policy through the transformation of industrial policy objectives and implementation methods, and simultaneously promote common prosperity in terms of industrial layout policy, industrial structure policy and industrial organization policy. This article elaborates from the following five perspectives: enhance the balance of regional development through industrial layout policy; strengthen the coordination of industry development through industrial structure policies; support the development of small and medium-sized enterprises through industrial organization policies; implement a unified industrial policy and strive to expand the scale of middle-income groups; promote the common prosperity of farmers and rural areas through industrial policies.
