From the perspective of industrial economics, the problem of China's income distribution pattern has a direct and even the most important relationship with China's long-term catch-up strategy and the method of catching up through the implementation of industrial policies. The analysis of this paper shows that the growth rate catch-up industrial policy has adopted unbalanced tilt measures of sacrificing local and highlighting key points to drive the growth of the whole economy, and exacerbated the imbalance of income distribution in a variety of ways. The author believes that in order to achieve common prosperity, we must reform and turn to the industrial policy of improving quality and efficiency, and expounds the characteristics and meaning of the quality and efficiency improving industrial policy. Finally, the author analyzes how to carry out industrial policy reform from three aspects: the goal, focus and means of industrial policy.
