Release time:2021-12-31Author: Lv Yue and Deng Lijing

This paper uses the greenfield investment data to study and judge the phenomenon of "De-Sinicization" of the industrial chain. The data show that the total amount of greenfield investment in China decreased significantly in 2020, among which the United States' greenfield investment in China decreased significantly, and there was an obvious phenomenon of industrial transfer, besides, European investment in China took the lead in rising instead of falling, and the service industry's greenfield investment in China has increased significantly against the trend.

From the perspective of attracting higher quality investment and accelerating the high-level opening-up of China's industrial chain to the outside world and the domestic market, this paper puts forward some countermeasures and suggestions for China to deal with the trend of global industrial chain restructuring. It mainly focuses on the following four points:

1. Expand investment facilitation with EU and other countries, and provide a new way to crack the "De-Sinicization" of the United States and other countries.

2. Actively promote the opening-up of the service industry and increase the proportion of "manufacturing + producer services".

3. Carry out more extensive and in-depth construction of a new highland of opening-up to avoid the risk of "partial decoupling" of industries.

4. Drive the international circulation through the domestic circulation and cultivate new advantages in attracting investment.
