In December 2021, General Secretary Xi Jinping once again emphasized "expand high-level opening-up" in his important speech at the Central Economic Work Conference. General Secretary Xi Jinping's series discourses on opening-up systematically answered a series of major theoretical and practical questions such as why China should continue opening-up in the new era and how to expand high-level opening-up, and provided fundamental guidance and direction for China to expand high-level opening-up in the new era. This paper analyzes the necessity of insisting on opening-up, and analyzes how to carry out high-level opening-up from four aspects: taking the initiative to raise the standard international economic and trade rules, transform from the factor-driven opening-up to special innovation-driven opening-up, more closely combining opening-up with domestic development, and improving international competitiveness with "two-way opening-up".
