Abstract: With the development of the digital economy, data has become an important factor of production and its value has become increasingly prominent. Compared with other production factors, due to its special attributes, data not only strengthens the contemporary international division of labor characterized by factor division, but also promotes its evolution in a new direction. The rise of the digital economy has provided a strong impetus for China to promote a high level opening-up. If China's previous round of opening-up has seized the strategic opportunities brought by the evolution of global factor division of labor and made great achievements, in order to implement high-level opening-up in the new stage, China must seize the new opportunities brought by digital technology and build a new development pattern of international and domestic dual circulation in promoting and leading the process of economic globalization in the new era. Therefore, we should make a forward-looking layout and make breakthroughs as soon as possible in accelerating the construction of an open and collaborative digital technology innovation system, building a safe and efficient digital technology infrastructure system, arranging major scientific and technological projects in the field of digital economy, and cultivating a high-end and efficient digital economy.
