As a large open province, under the double impact of the countercurrent of economic globalization and the epidemic of the century, Jiangsu's open economy has remained stable and developed greatly. Both foreign investment and foreign trade have achieved the best results in history, which is a great achievement. The open economy is the "bull nose" of Jiangsu's economic development and industrial transformation. Its stable operation plays a very important role in maintaining the stability of the industrial chain and supply chain, and helps stabilize the economic entities and employment. In the government work report, Acting Governor Xu Kunlin summarized the new achievements of Jiangsu's open economic development, made specific arrangements for expanding high-level opening-up in the future, and fully reflected the overall requirements of seeking progress while maintaining stability. This paper holds that the high-quality development of Jiangsu's open economy benefits from the attention of the government, the improvement of the socialist market economic system, the first-class business environment of marketization, legalization and internationalization, and the construction of a new platform for opening-up.
