This paper holds that under the past development pattern, northeast industry not only shows a decoupling trend in the domestic value chain (NVC), but also has insufficient integration with the global value chain (GVC). Therefore, northeast industry is not only difficult to enjoy the dividends of China's economic globalization, but also hinders the sustainable growth of China's economy. In the past, the Revitalization Strategy of Northeast China lacked systematic strategic thinking of reconstructing the value chain, and the traditional means and measures were not enough to comprehensively solve the economic problems of Northeast China. Under the new development pattern, it is necessary to jump out of the Northeast problem itself and solve the northeast industrial development problem from the perspective of economic circulation at the national and global level. This paper first confirms the fact that northeast industry is marginalized by NVC and GVC with historical data, then combs the reasons and consequences of northeast industry being marginalized by value chain, and finally puts forward strategic thinking and policy suggestions for revitalizing northeast industry from the perspective of value chain reconstruction, among which, openness, market and technology are three interrelated important variables.
