Abstract: Implementing the special action of reinforcing and upgrading weak links in the industrial chains of key industries and cultivating outstanding small- and medium-sized enterprises is not only one of the key points of China's supply side structural reform in the new development stage, but also a specific action to practice the new development concept. Under the requirement of forming a new development pattern as soon as possible, China can rely on the construction of a strong domestic market and domestic value chain to cultivate "chain owner" enterprises in the domestic value chain, so as to promote the formation of various "invisible champions" in the industrial chain. At present, there are still many bottlenecks and obstacles in the practice of cultivating outstanding small- and medium-sized enterprises. Governments at all levels need to change the tendency of economic policies and the implementation mode of industrial policies, and give full play to the role of "chain leader" and "chain owner" of the industrial chain. With the help and coordination of the "chain leader", the "chain owner", that is, the core enterprises in the value chain, will mainly take the lead in combing the key industrial chain and supply chain. It is necessary to focus on the establishment of demonstration areas and backbone industrial Internet of outstanding small- and medium-sized enterprises , and reinforce and upgrade weak links in the industrial chains of key industries through government services, financial support, quality brand construction and evaluation system construction.
