Abstract: The global value chain shaped by economic globalization during the past three decades is undergoing large-scale deconstruction and reorganization under the leadership of the United States. The main way for the United States to comprehensively suppress China and slow down China's economic development is not to pursue a total decoupling from Chinese industries, nor to completely exclude and isolate China in the global value chain, but to comprehensively deconstruct the global value chain that China has already embedded in and effectively operated, and reorganize the so-called safe global value chain led by the United States. The strategic measures of the United States confronting China are as follows. Firstly, the United States uses supply-side restrictions on technology and investment to block China's industrial upgrading. Secondly, it uses its super-large domestic market on the demand side as an attraction to coerce Chinese enterprises to transfer their industries internationally, thereby hollowing out China's domestic economy. Therefore, China should be highly vigilant, predict in advance, and prevent the real strategic intentions of the United States. At the same time, we should accelerate the formation of the new development paradigm which features the domestic circulation promoting the international circulation. We should also quickly form the China-led value chain system that links the world on the basis of building a unified national market.
