Abstract: Opening-up is not only China's basic national policy, but also the only way for the country to be prosperous and strong. In the new era, expanding high-level opening-up plays an extremely important role in promoting common prosperity. The traditional opening-up model has shown inadaptability in four aspects, and it is urgent to turn to high-level opening-up. The high-level opening-up has the theoretical logic of having an effect on the two dimensions of prosperity and common. It can not only further improve the degree of prosperity and consolidate the material foundation of common prosperity by improving the level of trade gains, but also help to narrow the regional development gap, urban-rural development gap and factor income gap, thus helping to achieve common prosperity. To this end, we should comply with the new trend of economic globalization, promote the construction of the the Belt and Road Initiative with high quality, build a network of free trade zones with high standards, promote the opening-up of the service sector, accelerate the formation of a new development pattern of dual-circulation, and help achieve common prosperity with high-level opening-up.
