Recently, the Opinions of the Central Committee of the Communist Party of China and the State Council on Accelerating the Construction of a Unified National Market was officially issued, stated that the construction of a unified national market is the basic support and internal requirement for building a new development pattern. The opinions clearly put forward that we should speed up the establishment of a unified national market system and rules, break local protection and market segmentation, break through the key blocking points restricting the economic circulation, promote the smooth flow of commodity factor resources on a larger scale, speed up the construction of a unified national market with high efficiency, standardization, fair competition and full liberalization, comprehensively promote the transformation of China's market from large to strong, and contribute to the construction of a high standard market system, and provide strong support for building a high-level socialist market economic system. Professor Liu Zhibiao published an academic paper on this subject in this journal as early as 2013, which was originally published in the 12th issue of Learning and Exploration in 2013. Now it is reissued with the authorization of the author for the readers.
Abstract: The Third Plenary Session of the 18th Central Committee further clarified that we will build a unified, open, competitive and orderly market system, and let the market play a decisive role in resource allocation. The establishment and improvement of the unified market has the dual meaning of opening-up to both the domestic and foreign market on a large-scale. In terms of opening up to the domestic market, the focus of establishing a unified market is to abolish the ubiquitous two track system formed in the first round of reform, give all economic entities equal development conditions and foundations, and fully release the power and vitality of development. Therefore, it is necessary to promote the gradual transformation of the economy from developing competition to equal competition, replace industrial policy with competition policy, and establish the priority of competition policy in the market economy, which is an important embodiment of the deeper internal reform of China's economy. In terms of opening-up to the foreign market, we should reverse the single export-oriented pattern, expand the scale of domestic demand with the construction of a unified national market, so as to siphon the world's advanced innovation elements and build an innovative country. In the future, China's development will rely more on the domestic market, and will shift from using and opening-up other countries' markets to using and opening-up its own market. To promote the expansion of domestic demand and economic globalization through the construction of a unified market is a redesign of China's open economic system and an upgraded version of the open economy.
