Accelerating the cultivation of outstanding small- and medium-sized enterprises is a strategic decision and positive measure taken by the Party Central Committee to realize the modernization of the industrial chain supply chain under the complex political and economic background at home and abroad. It is also an important measure of China's supply side structural reform in the new development stage. Accelerating this work requires the cooperation of all sectors of society, and more importantly, the transformation of national policies, especially industrial policies, to support it.
Industrial policy is the most important national economic policy that affects outstanding small- and medium-sized enterprises. This paper first reviews the background of the growth rate oriented industrial policy in the past; Then, combined with the actual situation, it analyzes the reasons why the industrial policy is no longer applicable; Finally, the paper puts forward that we should turn to the quality and efficiency oriented industrial policy, and analyzes the role of the industrial policy in promoting the innovation, coordination, sharing and opening-up of various enterprises.
