Abstract: Industrial policy is the most important national economic policy that affects the growth of outstanding small- and medium-sized enterprises. In the past, when the catch-up strategy was implemented, China's speed catch-up industrial policy favored the development of large-scale enterprises, and to a certain extent ignored small- and medium-sized enterprises. Entering the new development stage, it is required that the industrial policy must be transformed to the quality and efficiency type under the guidance of the new development concept. In addition to reshaping the industrial development culture and establishing a new industrial aesthetic, it also requires some specific and accurate adjustments and reforms in the industrial policy to support outstanding small- and medium-sized enterprises.
