The Opinions on Accelerating the Construction of a Unified National Market issued by the Central Committee of the Communist Party of China and the State Council pointed out that the construction of a unified national market is the basic support and inherent requirement for building a new development pattern. In order to give full play to the role of the unified national market, stimulate domestic demand, and break through the bottlenecks of the industrial chain and supply chain, it is urgent for local governments to actively create an effective market and active government and accelerate the construction of a unified national market.
This paper firstly analyzes the three types of market segmentation forces that existed in China's past development process, and illustrates the distortion of enterprise operation caused by market segmentation behavior. Then it proposes to build an active government with an effective market, generate an efficient and large-scale market, and provide corresponding suggestions for the construction of Nanjing's unified national market. Finally, the role of the local government in the construction of the unified national market is sorted out, and it is emphasized that the local government should know what can be done, and what can not be done.
