China has released guidelines demanding various localities across the country promote urbanization with a focus on county towns(hereinafter referred to as Guidelines). This is of great significance for promoting the construction of new urbanization and building a new type of relations between industry and agriculture and between urban and rural areas. County is an important part of China's urban system and the key support for the integrated development of urban and rural areas.
