Abstract: Under the new round of technological revolution and industrial transformation, the new quality productivity is essentially the new form of productivity represented by computing power, which has the prominent features of intelligent manufacturing mode, integrated industrial form and green production structure. At present, in order to develop new quality productivity, although strategic emerging industries and future industries are strategic tasks that need to be deployed intensively, China should primarily focus on the task of transforming existing traditional industries, namely accelerating the intelligent reform and digital transformation of traditional industries. According to the field study, we find that traditional industries often face the integration trap and SME trap in the process of implementing intelligent reform and digital transformation. Jiangsu's practical experiences show that building an efficient collaboration system organically combined by industrial clusters, enterprises upstream and downstream of the industrial chain, the government, industry associations and other support departments, and promoting the intelligent reform and digital transformation in the ways of industrial chain and industrial clusters play an effective role in renewing the traditional industries and developing new quality productivity. As a typical traditional industry, the modernization of agriculture should give full play to the empowering effect of new quality productivity in terms of cost reduction, structural adjustment, efficiency enhancement, quality improvement, and safety assurance. Currently, in order to promote the modernization of agriculture with the intelligent reform and digital transformation, we need to strengthen three aspects of basic work. Firstly, it suggests to pay attention to the construction of agricultural digital talent team and cultivate new quality labor factors. Secondly, it suggests to strengthen the construction of agricultural digital infrastructure to avoid digital divide. Thirdly, it suggests to improve the database of the agricultural industry chain and the sharing mechanism, thus to eliminate the information islands among production and management entities.
