The Central Economic Work Conference held at the end of 2023 proposed that we should promote industrial innovation through technological innovation, especially by using disruptive and cutting-edge technologies to stimulate new industries, new modes, and new driving forces, so as to develop new quality productivity. This reveals that promoting industrial innovation through technological innovation is the basic path for the growth of new quality productivity, and proposes the basic direction of industrial policies for promoting the development of new quality productivity. During the 11th collective learning session of the Political Bureau of the Communist Party of China Central Committee in 2024, President Xi systematically explained the connotation of new quality productivity. He not only revealed the dominant role of innovation, high technology, and revolutionary breakthroughs in the growth of new quality productivity, but also proposed that we should pay attention to the innovative allocation of production factors as well as the deep transformation and upgrading of industries. The key points we need to pay attention to here are, on the one hand, revolutionary technological breakthroughs are the fundamental engines for the development of new quality productivity; on the other hand, developing new quality productivity cannot simply be equated with grasping technological innovation. Optimizing the allocation of production factors and promoting deep transformation and upgrading of industries through measures such as adjusting production relations and institutional reform are also important ways to promote the emergence of new quality productivity.
