Thirdly, the opportunities and challenges for China's high-level opening-up of service industry. From the perspective of the comparison of service industry openness, there are many restrictions on the openness of the service industry, and there is still a lot of room for improvement. The implicit barriers that enterprises are allowed to enter but not allowed to operate in the service industry need to be broken down. What's more, the opening-up of service industry has a severely limited promoting effect on the upgrading of local industries. 


Fourthly, it's necessary to expand the high-level opening-up of service industry and create a favorable international environment for the development of new quality productivity. One is to create an open and inclusive international cooperation environment and accelerate the pace of opening-up of the service industry. The second is to innovate and develop service trade, and enhance the status of Chinese Services in the global industrial and value chains. The third is to leverage the role of digital+ in expanding the service openness and form new competitive advantages in the digital service trade, forming and strengthening new quality productivity in the open competition.
