Abstract: This year's government work report of National Two Sessions lists accelerating the development of new quality productivity as the priority of top ten tasks of 2024, and proposes to vigorously promote the construction of the modern industrial system as well as accelerate the development of new quality productivity. This fundamentally affirms the industrial nature of new quality productivity, namely the ability to utilize and redevelop nature generated by strategic emerging industries, future industries, and traditional industries empowered by digital information technology, which are all contained in the modern industrial system. The government work report further deploys the work, which is that we should give full rein to the leading role of innovation, spur industrial innovation by technological innovation, and press ahead with new industrialization, so as to raise total factor productivity, steadily foster new growth drivers and strengths, and promote a new leap forward in the productivity. According to the basic principles of Marxism, productivity determines the production relations, and production relations react on productivity. When production relations adapt to the productivity, it can promote productivity development, otherwise, when production relations do not adapt to the productivity, it will hinder productivity development. Therefore, the core of developing new quality productivity is to comprehensively deepen the reform and form new quality production relations that are suitable for the new quality productivity.
