Liu Zhibiao: Main Measures to Accelerate the Development of New Quality Productivity and the Transformation of Industrial Policy

Abstract: To develop the new quality productivity represented by intelligent technology, it is necessary to dynamically and reasonably allocate three major tasks in terms of time distribution, which are the transformation of traditional industries, the growth of emerging industries, and the cultivation of future industries, especially attaching great importance to the transformation and upgrading of traditional industries with intelligent new technologies. As for specific strategies, we should actively promote the three major actions of intelligent transformation, digital transformation, and online connectivity that target existing industries, especially focusing on online connectivity. As for governance structure, we should vigorously cultivate three types of entities, which are chain owner enterprises, specialized and new enterprises, as well as small and medium-sized enterprises. Especially, we should focus on the interaction between upstream and downstream enterprises, and promote the market-oriented governance, so as to break through various innovation bottlenecks. As for driving mechanisms, efforts should be made to enhance the driving forces of the three major engines of innovation, reform, and opening-up, especially increasing the intensity of domestic opening-up. As for element structure, it is necessary to fully demonstrate the market value of the three major elements of knowledge, technology, and talent. Also, we should smooth the virtuous cycle of education, technology, and talent. At the same time, we should not only clarify some misunderstandings in theory, but also reform the implementation modes of existing industrial policies. For example, it is necessary to shift from focusing on capacity expansion to innovation support, from local-dominate type to central-dominate type, from selecting losers and winners to creating a competitive environment, and from subsidizing producers to subsidizing users, so as to prevent foam phenomena and problems such as serious overcapacity in practice, and maximize the support for the development of new quality productivity.
