This article explores the deepening of economic and technological system reform, breaking down the bottlenecks that hinder the development of new quality productivity, and establishing the new industrial relationship.
The current domestic and international situation has undergone some changes. From the external perspective, the international situation we are facing has become more complex. From the internal perspective, we are also facing the cyclical economic downturn, insufficient motivation in some market entities, unstable development expectations, and significant pressure on domestic economic development.
In the balance between development-oriented reform and governance-oriented reform, more attention should be paid to development-oriented reform in the future. And in the balance between vitality and order, more attention should be paid to vitality. The author points out that we should focus on the following three aspects int the next stage of reform.
1. Science and technology are the primary productivity, and the key to developing new quality productivity is to clarify the interests of scientific and technological innovation and rebuild the corresponding incentive system.
2. The balance between competition and industrial policies. The direction of the next stage of reform should be the policy system based on competition policies. The competition among market entities needs to be freed from seeking preferential policies and special protection, and transformed into efficiency-based competition.
3. Development-oriented reform and governance-oriented reform should promote and achieve each other, instead of mutually constraining and fighting.
