Abstract: The new quality productivity theory is the development of Marxist political economy theory, which provides scientific guidance for breaking new fields and new tracks, shaping new driving forces and new advantages, and accelerating the realization of Chinese path to modernization. This article focuses on analyzing several key issues in the development of new quality productivity from a theoretical perspective, attempting to clarify a series of misconceptions among various sectors of society about new quality productivity at present. New quality productivity is a new type of productivity represented by intelligent technology, especially computing power, which is a prerequisite and complementary to the construction of a modern industrial system. The modern industrial system is the industrial foundation for accelerating the formation of new quality productivity. The process of forming and developing new quality productivity is the reshaping of the industrial system. Developing new quality productivity does not mean that only the economic front should be focused on, nor does it mean that only the advanced areas should be focused on. In terms of methods, it is necessary to choose joint actions such as intelligent transformation, digital transformation, and networking of industries. Based on the characteristics of China's government-led development system, it is necessary to prevent some undesirable phenomena and problems that may occur in the process of developing new quality productivity, such as changing in form but not in content, crowding that leads to foam, and a new round of overcapacity.
