The material basis of Chinese path to modernization is to build a modern industrial system. One of the most important tasks in the current economic theory community is to study and propose specific construction paths and policy measures under this established goal. Promoting the construction of a modern industrial system centered around synthetic and comprehensive industrial chain policies is a new proposition, challenge, and necessary task proposed by industrial economics in the new era.
From the perspective of policy practice, the direction of economic policies in major countries around the world has also undergone significant changes. In the past, it focused on the goal of forming a competitive market structure, enhancing social welfare, and promoting rapid growth through industrial structure changes. Currently, our common direction is to strengthen the industrial chain, especially enhancing its resilience and security. Therefore, the systematic implementation of industrial chain policies has been placed at the center of promoting the construction of a modern industrial system.
The comprehensiveness, complexity, and flexibility of industrial chain issues determine that we need to build an industrial chain policy system that is conducive to promoting the construction of a modern industrial system from the four aspects of point, line, surface, and body.
