Abstract: As a group of shrinking cities emerges, some cities are continuously expanding and rapidly developing by absorbing a large amount of population, capital, and other resources. In terms of population and economic growth, the definition of black hole cities shows that the black hole cities in the east are dominated by twin stars, and only the provincial capitals in the central and eastern regions have the characteristics of black hole cities. In exploring the reasons for their formation, it was found that during China's transition from a planned economy to a market economy, a group of black hole cities emerged based on the circular cumulative effect formed by factors such as advantageous geographical location, historical prosperity, and high administrative level. Instead of adopting a suppressive attitude, the encouraging policy should be implemented. For example, we should further leverage the role of market mechanisms in resource allocation, improve the collaborative network between black hole cities and other cities, and shape the black hole cities as leaders of new quality productivity.
