General Secretary Xi Jinping emphasized that in order to develop new quality productivity, we must further comprehensively deepen reform and form a new type of production relations that are compatible with the new quality productivity. The Third Plenary Session of the 20th Central Committee of the CPC pointed out that we must improve the mechanism for developing new quality productivity according to local conditions. Accelerating the formation of a new type of industrial policy system is one of the important contents and measures for the formation of a new type of production relations and the development of a new quality productivity mechanism in line with local conditions. It is also an inevitable requirement for achieving high-quality development and promoting Chinese path to modernization. In the context of high-quality development, in order to promote the development of new quality productivity, all regions must implement the new development concept, adhere to the principle of adapting to local conditions, and avoid unrealistic and hasty actions.
Firstly, the support position of industrial policy should be moved forward, with a focus on supporting technological innovation links at the front end of the industrial chain, so as to consolidate and develop the achievements of supply-side structural reform. Secondly, it's necessary to enhance the central government's macroeconomic regulation and control capabilities under the conditions of a unified national market. Thirdly, we should comprehensively strengthen the industrial chain to support the construction of a modern industrial system. Fourthly, the support targets of industrial policy should shift towards users and consumers on the demand side, driving technological innovation through market demand.
