Xu Tianshu and Hu Yi: Suggestions on Promoting Grassroots Government Services to Promote Industrial Development

This article investigates the practice of grassroots government services in Suzhou Industrial Park, summarizes its approach, and hopes to vigorously promote this kind of government services model at the national and provincial levels, which is close to grassroots needs and effectively promotes industrial development. 


Suzhou Industrial Park has taken on 48 percent of the original business volume of the One-stop Service Hall through grassroots services, effectively promoting the efficiency of government services, improving the satisfaction of market entities, and optimizing the business environment.


This article proposes the following suggestions for promoting grassroots government services.

1. We should rely on functional zones or developed industrial areas to carry out pilot projects.

2. We should try to reduce fixed assets investment, mobilize the enthusiasm of state-owned enterprises, and make full use of enterprise carrier resources.

3. We should learn the practical model of the Suzhou Industrial Park Administrative Approval Bureau, focusing on effectiveness.

4. We should strengthen the software and hardware construction of e-government such as the One-stop Online Service.
