Du Yunsu and Liu Zhibiao: The Theoretical Logic, Existing Problems and Improvement Suggestions of Policy Orientation Consistency in China

Abstract: Achieving consistency in policy orientation is crucial for reversing the current economic downturn and is an essential component of improving the macroeconomic governance system. Through analyses based on theories such as bureaucracy and game theory, it is found that China's current policy formulation and implementation suffer from inconsistencies between economic and non-economic policies, across departments and hierarchical levels, as well as a fallacy of composition. These issues severely affect the regulatory effects of macroeconomic policy. Specifically, the mechanism of inconsistent policy orientation in our country is mainly manifested in the lack of pre-evaluation in governance structure, layered implementation of standards in governance methods, poor information transmission in governance process, and the trend of involution in policy incentives. To address these issues, firstly, we should pay attention to the interrelationships between policies and ensure consistency in policy orientation among departments. Secondly, we should establish the temporary expert task force and improve the third-party evaluation system to enhance the objectivity and accuracy of policy evaluation. Thirdly, we should absorb diverse entities to participate in policy formulation and improve the consistency of the entire policy process. We should strengthen the supervision of policy consistency and promote inter-departmental policy coordination through a pressure mechanism. In conclusion, it is important to improve policy consistency and effectiveness, so as to better achieve macroeconomic stability and development.
