Abstract: Currently, there is a widespread problem of insufficient integration between innovation chain and industrial chain in various industries and regions in China. In the process of industrializing technological innovation achievements, China has the advantages of industrial system foundation, super-large scale market, and institutional feature of a new national system. However, according to the Analysis Report on the Prospects of Technological Achievement Transformation in National Strategic Emerging Industries in 2022, only 10% -30% of China's cutting-edge technological achievements have been applied to actual production, and less than 20% of technological achievements can be industrialized. One important reason is that under the current new national system, the role positioning of multiple entities such as government, enterprises, and universities in building R&D platforms has not been fully resolved, resulting in the single operational model and insufficient functionality of platform construction. Developed countries such as the United Kingdom, the United States, Germany, and Japan have more flexible and diverse approaches and models in this regard. By summarizing their platform construction experience, we can provide reference value for China to play the role of a competent government and an effective market, promote the deep integration of innovation chain and industrial chain, and promote the industrialization of innovative achievements.
