Han Jian, Liu Yiqun, and Li Hao: Suggestions for Developing the Processing Trade of High Value-Added Products in China

Processing trade is an important component of China's open economic system construction, and it plays an important role in promoting opening-up to the outside world, upgrading industrial structure, and absorbing employment. It is still an important node connecting the domestic and international dual-circulation development pattern. However, affected by major international events such as Sino-US trade frictions, the Indo Pacific economic framework, the Russia-Ukraine conflict, the global supply, industrial and value chains are facing severe risks of decoupling and breaking. China's processing trade development has suffered unprecedented resistance. It is imperative to develop processing trade of high value-added products in the new era and new background.


This article proposes countermeasures and suggestions for the problems existing in the processing trade of high value-added products in China.

1. Grasp the trend of intelligent, green, and integrated development of the modern industrial system, and empower the transformation and upgrading of high value-added products' processing trade with new quality productivity.

2. Give full play to the spillover effect of bonded+ and promote the cluster development of key industrial chains.

3. Expand policy space to help processing trade enterprises deeply integrate into the domestic and international dual circulation.

4. Accelerate institutional opening-up and build a more inclusive and prudent processing trade system as well as regulatory framework.
