Abstract: Small and medium-sized enterprises are an important part of China's market entities. Currently, benefiting from policy incentives and continuous optimization of the business environment, China's small and medium-sized enterprises have made significant progress. However, in assisting the construction of the real economy and modern industrial system, they still face obstacles to development needs and innovation at different levels. There are problems such as insufficient innovation vitality of enterprise entities, inadequate support for innovation ecology, and poor talent attraction environment. It is urgent to accelerate the practical exploration and find the institutional solutions. We should focus on high-quality development and accelerate the formation of an innovative development pattern with talent and technology as the support, based on the real economy and modern industrial system, so as to improve the development foundation and industrial chain modernization level of small and medium-sized enterprises according to local conditions.
