In the speech at the 2024 Central Economic Work Conference, General Secretary Xi Jinping pointed out that the government should know what to be done and what cannot be done, and solve the problems of vacancy and overstepping. To know what to be done means continuously building the rules of law economy and credit economy, improving market rules and taking the lead in complying with them. The government should optimize the market environment by resolutely punishing corruption, ensuring public safety and so on, focus on correcting market failures and regulating competition order, and make the unified national market a fair competition stage for all types of business entities. This important discourse can be understood from at least three levels. Firstly, in the construction of a unified national market, the government should position itself well, adhere to what to be done and what cannot be done, and solve the problems of vacancy and overstepping. Secondly, credit economy is an integral part of the construction of a unified national market, which includes market rules, competition order, and optimization of market environment. Thirdly, the credit economy may be an important area of market failure, which is also a focus for the government to make efforts in the construction of a unified national market.
