Abstract: The opening-up strategy, which takes sovereign independence as the fundamental bottom line, autonomy and controllability as the primary principle, as well as flexibility and unilateralism as the strategic direction, is the driving force of China's high-level new open economy system. It is the inevitable choice for comprehensively deepening the reform and opening up in the new era, and also the Chinese wisdom for maintaining stability in the new round of economic globalization. China's implementation of the independent, autonomous, and unilateral opening-up strategy should follow the strong foundation of doing our best and strengthening our weaknesses, as well as the promoting opening-up path of strategic stability and tactical flexibility. In the face of the current global industrial chain restructuring pattern of internalization, regionalization, diversification, and politicization, China should adopt an independent, autonomous, and unilaterally-open basic stance and implementation path, so as to cope with the challenges and opportunities of global industrial chain reconstruction, and fully promote the home field economic globalization driven by domestic demand. As for suggestions, firstly, China should further cultivate an open foundation for new quality productivity and combat effectiveness, so as to foster confidence in responding. Secondly, we should adopt initiatives such as zero tariffs, zero barriers, and zero subsidies to improve response efficiency. Thirdly, we should empower flexible innovation in industrial chain collaboration through digitization, in order to explore response methods.
