Abstract: The industrial policy in the Trump 2.0 period is becoming a key element in reshaping China-US economic and trade relations and the global industrial landscape. Based on the method of policy text analysis, this paper compares its new trends and characteristics with those of trump 1.0 period and Biden administration, and constructs a dynamic framework of discourse construction, tool selection, and system game. In view of the characteristics of the Trump's 2.0 period, including Pan security narrative style, strong unilateralism preference, rooted economic nationalism, and the concept of America first, the paper explores China's embedded strategic independent countermeasure system of resilient defense, asymmetric reaction, and institutional innovation driven with variable response, so as to provide an analytical basis for dealing with the challenges of global economic governance and China's strategic choice of industrial policy.
